Preamble:


The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.


The ART Gold Indonesia (AGI) project is part of the global UNDP ART Initiative, which implements framework programs “ART Gold” in currently eighteen countries in Latin America, Africa, Europe and Asia. ART Gold programs create and support innovative partnerships within a global system of cooperation that links local, national and international actors. It enables them to work together more effectively towards achieving the Millennium Development Goals through an area-based approach to governance and development.

AGI project is one of the UNDP Indonesia Governance unit’s projects that support Local Governance and Decentralization process in Indonesia. AGI has been designed in collaboration with Bappenas, Indonesia National Development Planning agency to support Indonesian public institutions (at all levels) in their efforts towards an effective decentralization process, through a more effective, participatory and balance regional development, open and conducive to international opportunities.


UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

The United Nations Development Programme (UNDP) works to support democratic development and the promotion and protection of the rule of law in Indonesia. Democratic governance provides the necessary enabling environment to reduce inequalities, alleviate poverty and achieve the Millennium Development Goals (MDGs). The UNDP works to promote democratic governance in Indonesia including in supporting decentralization and local governance reform.
In 1999, through path-breaking legislations, Indonesia engaged in a process of radical decentralization. This initiative has led to new powers for regions and to the special autonomy agreements for Papua and Aceh. The change has also created confusion over overlapping roles and responsibilities between provinces and districts as well as concerns over the extent of proliferation of new provinces and districts. Decentralization has not always led to an effective transfer of power and resources from the central government to local governments in order to better serve the communities and citizens, improve welfare, and revitalize the economy.

AGI simultaneously implements activities at the local, national, and international levels. At the international level the project supports the exchange of innovations, know how, and good practices between Indonesia and other southern and northern countries and regions with a particular focus on local development. At the national level the project supports capacity building and training activities in the field of governance and local development for national government and institutions, as well as promoting discussions through seminars, workshops and events aimed at the validation of the project methodologies and their extension to other provinces. At the local level the project supports Provincial Governments’ capacities to plan and manage territorial development through an integrated and participatory process.

AGI project is executed under the National Implementation Modality (NIM) whereby BAPPENAS is designated as Implementing Partner. The project is actually implemented in two pilot provinces: Gorontalo and NTT. A Project Management Unit (PMU) based in Jakarta is in charge of the overall coordination of AGI project implementation including supervising and providing support to the area teams based in the Province.






Duties and Responsibilities



At the National Level:

* Assist NAC in developing quarterly work-plans and operational plans based on the agreed annual work-plan as well as developing terms of reference for planned activities
* Contribute to project progress reports (quarterly and annual/ financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs;
* Support NAC in establishing and developing strong working relationships with National counterparts (BAPPENAS, MoHA) including organizing meetings, preparing background information, memo and briefing package and liaising with technical staff.
* Ensure regular and quality communication flows between PMU and PWGs in the two provinces take place
* Assist NAC in liaising with UNDP Country Office and in particular Governance-Decentralization cluster Programme management to ensure good positioning of AGI project and smooth implementation of activities including keeping Programme Management abreast of AGI developments, following-up on administrative and procurement matters with relevant UNDP colleagues.
* Contribute to drafting quality and timely programmatic documentation including ToRs for missions, Quarterly Progress Reports, Monitoring Reports, progress fact sheets, ensuring compliance with established templates and deadlines.
* Maintain an accurate filing and archive system for AGI project.
* Perform any other duties as may be assigned by the NAC.
At the Local Level

* Conduct periodic field visits to Gorontalo and NTT, in order to support reinforcing of the PWGs, strengthening of NTT SPADU, to monitor project implementation progress, to prepare QMRs.
* Support NAC in revising project proposals prepared by Provincial teams including Quick Impact Project proposals and proposals to be submitted to external partners.
* Assist NAC in strengthening communication and coordination with relevant stakeholders in the provinces and districts as well as accelerate activities with the Integrated Secretariat (SPADU) of NTT.
At the International Level:

* Support NAC in fostering and facilitating the establishment of innovative and sustainable partnerships between local entities in Gorontalo, NTT and European decentralized partners.
* Follow-up on Decentralized cooperation networks and partnerships, acting as their main interlocutor on all operational and organizational matters.
* Assist the NAC in organizing international missions related to the decentralized cooperation and south-south cooperation nationally and locally.
Furthermore, UN Volunteers are encouraged to:

* Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
* Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
* Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
* Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
* Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
* Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:

* Drafts of the project’s QMRs and QWPs are available for further process by NAC
* Mission reports are available timely once the UNV missions accomplished and approved by NAC.
* Draft of AGI’s annual report is available to be reviewed and finalized by NAC.
* The PWGs are function well as of their roles and functions in ART Framework
* Revision of NTT Provincial Development Guideline takes place
* Numbers of workshops, seminars, trainings and meetings take place locally and nationally
* A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience



Education:

* Preferably have a Master’s degree or comparable experiences in public administration, political science, community/social development, and other related fields.
Experience:

* Minimum 5 (five) years of demonstrated experience in development work and/or in managing projects in the areas of governance, social development or other related fields;
* Excellent command of both written and spoken English;
* Excellent communication and presentation skills, particularly for coordinating and facilitating relations with various development and governance partners;
* Full of initiative and sound judgment, and demonstrated ability to work in multi-cultural UN Environment;
* Willingness to travel to project sites;
* Familiarity with UN systems and procedures is an advantage.
Language Requirements:

* Excellent command of English and Bahasa Indonesia, both spoken and written.
Living Conditions:

The position will be based in the capital, Jakarta, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, eg: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Jakarta and other places throughout Indonesia. Jakarta has many good restaurants with good health standards and most guesthouses provide food. In Indonesia the most used means of transportation are taxi or local bus. Mobile phone is the most dependable tool to be in-touch with colleagues and friends. Internet service is readily available and affordable at most apartment complexes. ATMs are everywhere in Indonesia and Western cards can usually be used to withdraw Indonesian Rupiah.

Conditions of Service

A 5-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to IDR4,000,000; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
