General Background of Project / Assignment

UNOPS has been appointed as the Fund Manager for the multi-donor Livelihoods and Food Security Trust
Fund (LIFT) in Myanmar.

The LIFT donors Australia, the European Commission, the Netherlands, Sweden, Switzerland, the United
Kingdom, and Denmark are expected to contribute US$100 million over five years to LIFT.

The overall objective of LIFT is to contribute resources to a livelihoods and food security programme with
the aim of making progress towards the achievement of Millennium Development Goal 1 (the eradication of
extreme poverty and hunger) in Myanmar.

Duties and Responsibilities

The Operational Guideline for LIFT Implementing Partners (IPs) has been designed for use by the Fund
Manager's Office (FMO) in its day to day management and oversight of fund implementation of its IPs
responsible for the implementation of activities under the fund.

The purpose of the Operational Guidelines is to provide instruction and guidance for the operations of the
FMO and IPs in the key processes that they are expected to undertake during implementation, either
directly or through the engagement of subcontractors.

The LIFT FMO would like to maintain a Myanmar version of the Operational Guidelines. In this regard, the
FMO would like to hire a translator based in Myanmar to translate the Operational Guidelines from English
to Myanmar. The translator is expected:

To translate the technical document related to the development area.
To have an understanding of the current socio-economic and political situation of the country and
the nature of the development work in the country.
To use appropriate wording(s) for translation which are suitable to the current socio-economic and
political situation.

Monitoring and Progress Controls

The Fund Director will monitor the performance of the consultant in line with his/her assignment.

Deliverables

Myanmar version of Operational Guidelines, which is translated in formal language, in both soft copy (either
.doc or .docx format and typed in any Win family font) and hard copy.

Please note that all UNOPS personnel are responsible to abide by security policies, administrative
instructions, plans and procedures of the UN Security Management System and those of UNOPS.


Required Selection Criteria

Competencies

Good writing skills; high standards of accuracy, consistency and faithfulness to the spirit, style and
nuances of the original text; good grasp of the subject matter; ability to use all sources of reference,
consultation and information relevant to the text at hand;
Ability to maintain an adequate speed and volume of output, taking into account the difficulty of the
text and the specified deadline;
Good knowledge of the stakeholders involved in food security and livelihoods activities in Myanmar;
Ability to deliver in time and work under pressure;
Ability to establish good working relationships with colleagues and stakeholders with different
cultural backgrounds;
Good coordination with LIFT team in order to ensure consistency of terminology and style;
demonstrated ability to gain the support and cooperation of others in a team endeavour, with
sensitivity and respect for diversity;
Good interpersonal and communication skills.

Education/Experience/Language

Bachelor degree with five years of professional translation experience from English to Myanmar;
Experience in the context of UN or another international organizations is an advantage;
Previous experience of translating documents of livelihoods and food security activities or other
development activities in Myanmar context would be an asset;
Excellent command of English and Burmese.
