Requirements

Under the guidance and supervision of the Head of Branch, the responsibilities of the incumbent are to:

Plan and coordinate the implementation of programmes and activities to pursue the organisations objectives related to national implementation;

Advise the Head of Branch in the development and formulation of approaches to provide assistance to Member States in order to strengthen and build national capacities. This includes policy development, strategic planning, formulation of priorities for external assistance and protection, and management of the branch;

Recommend to the Head of Branch and the Director the contents of National Authority workshops, seminars, courses and other outreach activities. May be required to prepare training material and present on behalf of the organisation at these workshops. Specialised exercises will be conducted with National Authorities as well as relevant industry, customs services and professional associations;

Liaise with representatives of States Parties and National Authorities to identify their implementation assistance needs. Recommend and guide the development of the organisations response in consultation with government representatives and experts within the organisation;

Analyse current issues and best practices in the organisations interaction with Member States. Assess the effectiveness of the application of concepts and strategies for planning, development activities and for identifying needs for implementation support;

Analyse trends and changes with regard to the implementation of the Convention which are relevant to IPBs mission and evaluate the implications for the implementation of the relevant programmes;

Draft speeches, reports and other inputs for the Director-General and other Members of Senior Management;

Actively participate in the preparation of the branch budget and is responsible for monitoring and controlling costs associated with program implementation. Recommend to the Head of Branch ways and means to improve internal controls, in particular those related to the use of budget resources and programme delivery;

Coordinate the preparation of electronic tools and other material to support National Authorities;

Draft a range of correspondence and high level sensitive documents on behalf of the Head of the Branch;

Prepare and collect background information for meetings with States Parties;

Assist the Head of the Branch in implementation of decisions emanating from the Management Board meetings and other management committees;

Other duties as assigned by the Head of IPB and the Director.



Knowledge and Skills

Advanced university degree in a relevant discipline for the implementation of the Chemical Weapons Convention, such as Political Science, International Relations, Law or Public Administration. A first level university degree in combination with qualifying experience (minimum 9 years) may be accepted in lieu of the advanced university degree;

Demonstrated ability to be proactive in developing strategies to accomplish the organisations objectives; excellent problem solving skills;

Excellent planning, organisational and coordination skills;

Excellent negotiation skills;

Strong analytical, conceptual and problem solving skills;

Excellent interpersonal, presentation and communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and orallly;

Excellent drafting skills in English is essential;

Flexibility and ability to work under pressure;

Tact, discretion, and the ability to work harmoniously in a multi-cultural environment;

Computer literacy (MS Office packages).




Experience
A minimum of 7 years experience in a field related to the negotiation and implementation of the Chemical Weapons Convention, other disarmament treaties or similar experience in other international organisations with advanced degree, and 9 years with first level degree;

Project management experience is desirable;

Experience with the organisations of outreach and educational activities is desirable;

Previous working experience within an international organisation would be an asset.





Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
