Main role
Under the supervision of the Programme Manager, the incumbent plays a key role in the following:
– Monitoring the filling of posts through recruitments of temporary and fixed term G and P staff as well as interpreters and translators, including screening of candidates, monitoring of written tests, participating in interviews for junior positions and contributing to the development and implementation of proactive recruitment strategies.
– Guiding and leading all work related to the administration of entitlements, benefits and social affairs, including allowances, grants, change of status, attendance and leave, travel (including duty travel), transportation and separation from service.
– Directing the administration of contracts.
– Providing technical advice and appropriate solutions on matters related to entitlements to staff at all levels.
– Leading, guiding and supervising the staff of the relevant sub-unit, and empowering staff in order to ensure optimum utilization of available resources in a positive climate of leadership.
– Updating the HR section on the UPU Intranet, monitoring the dissemination of all relevant HR information and actively participating in HR workshops to increase staff members' awareness and knowledge of the UPU Staff Regulations and Rules and of the benefits and entitlements available to them.
– Developing and validating statistics on various relevant HR issues.
B. Qualifications and skills required
Studies and training
– University degree (bachelor or equivalent) in HR, social science, law, business administration or any other related field.
Technical knowledge and experience
– At least five years' experience at the national and international level in the area of human resources, preferably in a multicultural environment.
– In-depth knowledge of HR theories and principles, procedures and applications.

– Knowledge of HR practices in a multicultural environment.
– Advanced skills in the field of recruitment.
– Knowledge of United Nations HR rules and regulations.
– Good command of office tools.
